Master 5 / Skipper 3

COURSE DESCRIPTION:
This is the certificate of competency required to be either Master of a commercial trading/passenger operation or Skipper of a commercial fishing operation as detailed below:
(Under the NSCV a combined certificate is now issued rather than separate USL tickets)

The holder is qualified to act in the following positions:
a) Master on a fishing or trading vessel less than 24 metres in length for offshore operations (within 200nm).
b) Chief Mate of a trading vessel less than 35 metres in length for ACMW operations (within 600nm).
c) Chief Mate of a fishing vessel less than-
i. 80 metres in length for offshore operations (within 200nm); or
ii. 35 metres in length for unlimited domestic operations.
d) Watchkeeper on a fishing vessel less than 80 metres in length for offshore operations (within 200nm)
e) Watchkeeper on a fishing or trading vessel less than 35 m in length for ACMW operations.

PRE-REQUISITES FOR THE ISSUE OF CoC:
Minimum age 18 years.
Candidates must pass an eyesight (vision) & eyesight (colour vision) test to the standards specified in Annex C of the NSCV Part D. (students are strongly advised to have their eyesight tested before enrolment. The test may be carried out by any Optometrist or Medical Practitioner using the forms provided by MAST).
Have satisfactorily completed a declaration of medical fitness as specified in Annex C of Part D of the NSCV.
Candidates must produce evidence of service in accordance with Clause B2.1.2. of Part D of the NSCV in the form of a:
Record Book or Declarations from the Owner/Skipper or Discharges or Statutory Declarations.

QUALIFYING SEA-SERVICE FOR THE ISSUE OF CoC:
For the purpose of a Certificate of Competency a Master Class 5/Skipper Grade 3, an applicant shall have 30 months qualifying sea-service.

Qualifying sea-service shall include 15 months in a commercial vessel. 12 months of which shall be in vessels greater than 8 metres in length. Service on vessels less than 5m in length will not be accepted as qualifying sea-service.

Twelve months of the total service shall be within the last 5 years.

At least 50 percent of se-service shall be beyond the limits of sheltered waters. Where this condition is not met, a restricted Certificate of Competency shall be issued that limits service as a master to sheltered waters.

The period of qualifying service shall not include more than 15 percent of time spent in maintenance and refit.
